APAC (for Asian Pacific) are special basics lands with alternative artwork. They were distributed in Asia to players buying Tempest Display. They represent famous places in Asia, like Singapore, Mt Fuji, Indonesia, Hong-Kong, New Zealand. Those wonderful lands are hard to find nowadays.
